My son is 3 1 / 2, and stopped only recently, it regularly. It is a normal physical reaction he has, and nothing sexual in it at all. Children are curious.
I have just time to explore her body ... and emphasized the importance of "privacy" and do this at home for themselves. I've never had a problem with it, play with him in public recognition.
